A major proportion of the energy used by trade services and government is intended for the heating of premises.

Developments in energy use
Since most energy is used to heat premises, fluctuations in energy consumption depend very much on the severity of the winters.
Technical note
Energy consumption is estimated on the basis of Statistics Netherlands figures about the energy consumption of 'Other energy users' in Nederlandse Energiehuishouding, less the energy consumption by agriculture, mining and quarrying of sand, gravel, clay, salt etc. construction and environmental services. The margin of error is therefore extremely high.
