Developments in environmental pressure and added value
Emissions of CO2 remained virtually stable in 2001, despite an increase in gross added value.
There has been a downward trend in emissions of SO2, NOx, particulate matter and VOCs. Emissions of SO2 amounted to 48 million kg in 2001. This is well above the target. Emissions of NOx amounted to 46 million kg. The reductions are partly a result of a shift from heavy fuel oil to gas as fuel and partly a result of technological developments such as cleaner burner technology, flue gas desulphurisation, selective catalytic processes and improved returns on recovery from product desulphurisation.

Policy objective
The general environment policy goal is to achieve emission reductions for the entire economy in combination with rising GDP. In the fourth National Environmental Policy Plan (VROM, 2001), the government has set out targets for 2010 relating to emissions of substances to air by industry. These targets apply to industry, including refineries, and energy companies.
- Nitrogen oxides (NOx): 65 million kg.
- Sulphur dioxide (SO2): 30 million kg.
- Volatile organic compounds (VOC, excluding methane): 60 million kg.
