Belvedere: planning protection

In some "Belvedere" areas there is great pressure on space; planning protection is therefore recommended for these areas.

Current situation

In a number of "Belvedere" areas there is great pressure on space, for example due to urbanisation. The Belvedere memorandum proposes a system of planning protection for these areas by means of a Key Planning Decision (Planologische Kernbeslissing, PKB). For some areas, the proposal is to continue the current planning protection afforded; for others, it is to either introduce new protection measures, or to consider doing so.

Policy objectives

Policy focuses on retaining the cultural/historical identity of the Belvedere areas when development takes place within them. These include areas that are on UNESCO's World Heritage List or the provisional list. The Netherlands has undertaken to protect such areas effectively.

Implementation

PKB protection can be afforded under the PKB Fifth Memorandum on Spatial Planning (Vijfde Nota over de Ruimtelijke Ordening) and/or the Green Space Structure Plan 2 (Structuurschema Groene Ruimte 2). It is not yet clear how this will in fact be done. Currently, all 18 areas proposed for protection in the Belvedere memorandum, or parts of those areas, still enjoy PKB protection under (1) the "restricted areas" policy of the Fourth Memorandum on Spatial Planning; (2) the policy on the "Areas for Conservation and Restoration of the Existing Quality of the Landscape" (Gebieden van Behoud en Herstel Bestaande Landschapskwaliteit) of the first Green Space Structure Plan (Structuurschema Groene Ruimte); or (3) the Wadden Sea PKB.

Technical note

The map shows both the Belvedere areas for which planning protection has been proposed under a Key Planning Decision (PKB) and also the other Belvedere areas.
